We Told Power Plants 'No' for 40 Years. Why Is It Suddenly 'Yes' for Data Centers?

Here's the thing that kept nagging me. A homeowner can wait years just to run a new line out to a workshop, and a normal power plant can sit in a grid queue for half a decade. Then a data center shows up and its own private power plant is humming in a matter of months. Same country, same rulebook. So what actually changed? I went looking, and the answer is messier — and more recent — than I expected.

The "no" really was that long

For decades, plugging new power into the grid meant getting in line and waiting. The typical wait to connect is around five years now. And here's the part that stopped me cold: a Berkeley lab study found only about one in five projects that asked to connect between 2000 and 2018 ever actually got built. The rest just gave up and walked away.

Stack a few years of federal environmental review on top of that. Add historic-site consultations that can drag even longer, and a patchwork of state commissions and regional grid operators who all get a say. That's the machine a normal project had to grind through.

So when someone at a town meeting says "we were told no for forty years," they're not being dramatic. For anyone trying to build generation, no — or a wait so long it's basically no — really was the default answer.

So why is it suddenly yes?

The date residents keep circling is July 23, 2025. That's when the White House signed an order aimed straight at data centers — Executive Order 14333. It told federal agencies to speed up permitting, open federal land, and carve out "categorical exclusions" so qualifying projects could skip the long environmental review. And it didn't stop at the buildings. It covered the power plants and transmission lines feeding them, too.

But the fastest path was quieter than any executive order. Some operators skipped the grid entirely and built their own power right on the property. And a few leaned on a loophole I had to read three times to believe. There's an exemption for engines mounted on trailers that aren't supposed to sit in one spot more than 364 days — the kind of "temporary" gear you'd wheel onto a construction site. Elon Musk's xAI wheeled dozens of gas turbines onto its Memphis lot, called them temporary, and had tens of thousands of chips crunching in about 19 days while the permanent hookup was still being drawn up. A jet engine bolted to a flatbed that the paperwork swears is just passing through.

Louisiana, meanwhile, waved through three gas turbines to run a Meta data center in under a year — fast enough that people who do this for a living called it fast. That's the whiplash. The exact process that told everyone else to wait suddenly found a fast lane.

Somebody lives next to the turbines

Here's where it stopped being a permitting story for me. Those Memphis turbines went up in South Memphis, in a neighborhood called Boxtown — a mostly Black community already ringed by a steel mill, an oil refinery, and a gas plant, where the cancer risk already runs several times the national average. The NAACP and environmental lawyers sued, arguing the turbines were pumping out smog-forming pollution, and that for a stretch a whole row of them was running with no air permit at all.

And it isn't only the people breathing it. When a data center leans on the shared grid instead of its own turbines, the bill for all that new wire and substation gets spread across everybody. The operator of the country's largest grid projected billions in added costs — landing as something like an extra seventy dollars a month on a regular household within a few years.

Which is why, when you read the comments under any video on this, almost nobody's arguing about AI. They're asking one blunt question I saw over and over: if I have to pay to run power to my own house, why doesn't a trillion-dollar company have to pay for its own? A few states heard it. New York put a hold on big new data center permits, New Jersey passed a law to shield ratepayers, and the White House rolled out a pledge that the tech companies — not the neighbors — would cover the power. The pendulum that swung to yes is already twitching back.

Where this leaves the rest of us

Can a town still say no to a data center?
Increasingly, yes. Even with the federal fast lane, permitting for on-site power and local zoning still runs through state and county bodies. New York paused large new data center permits, New Jersey passed ratepayer protections, and billions in projects have been blocked or delayed by local pushback in the past couple of years.
